Might be better off asking what parts of Oakland are safe at night.

Well that doesn't bode well for my stay in Oakland.

I worked as a paramedic in Oakland for several years. There is literally murders in downtown almost every night. Roberies, shootings and violent crime is rampant. The city is a (s)hit hole. The homebrew confrence is lousy place to be after dark. As a paramedic, I responded to multiple violent crimes in the downtown area every night.
The recent shooting of a dirtbag on BART, by the BART cops has the locals on edge and there are protest on a weekly basis. In my opinion, it was a big mistake to have any event in Oakland. Taking BART, or walking just a few blocks anytime after dark is just plain stupid.
I don't intend to rain on anybodies parade, but you need to fully aware that Oakland is not a safe city. If you look like an outsider, you are a target.

Does Cali require a CCP?

California does not honor any other state’s concealed weapons permits!
