Make sure nothing is obstruction a clean circular motion of the wort (no spoon or racking can should be in there) and it needs to settle for 20-30min.
I have been pretty constistent with my whilpools lately. I even started to push the racking cane all the way down in the beginning. It runs a little cloudy for the fist pint, but clears up after that. You will still get some cold break, but this is actually good since the fermentation needs a little cold break material.
