That's what The Gimp is for! Much of the same functionality of Photoshop, and it's totally free.

I'm just having a time trying to learn all of the tricks that The Gimp can do. It's a very full program, but mine didn't come with the help files. I hope to be able to mess with pics soon.

Just thought that I would note that this program seems to work well with Vista even though it doesn't really mention it on their page.
